vb.net quit running - Error code 0x8004001.

My vb.net 2003 std wont run any program anymore. It will load the program no problem but will not run. Can anyone tell me what this error message means?

Attaching the .NET debugger to process'[1320]'PanelTrim.exe' on machine 'GEM' failed. Error code 0x80040001.
