Question Populating data ERROR--Please help

I have this code that I am using:(calling a function)

VB.NET:
ViewReport(Application.StartupPath & "\This_proj.rpt", "select * from users", "@parameter1=test�mter2=10")

but then I get this error message:

VB.NET:
A number, currency amount, boolean, date, date-time, or string is expected here.
Error in file C:\DOCUME~1\user\locals~1\temp\Rep_01 {B4CAEF02-6156-454B-9334-790C183EDC32}.rpt:
Error in formula <Record_Selection>.
'select * form users'
A number, currency amount, boolean, date, date-time, or string is expected here.

But when I use this code:

VB.NET:
ViewReport(Application.StartupPath & "\This_proj.rpt",  , "@parameter1=test�mter2=10")

My report displays, but with no data in it.
