The ability to replace tha windows toolbar interface

I would like to change the toolbar interface on the xp desktop. I am going to call it the side scroller. I will have two mac like toolbars on each side that I can scroll through my program files on left and favorites on right. I will also build a quickstart icon on the top of one program you use excesively and have it there to start with. I would really need help on this one so is it even possible? It's pretty ambitous but I got the idea from Windows Vista toolbar thingy. All the toolbars stink and I think many would use my program if it were available. So please help the noob and walk him through it. How would I go about such an ambitous project? :D
 
Okay I noticed a problem with the layout I want these not to be on top of all windows and they are split apart. Since there is nothing in between them they would have to be seperate windows or be multiple windows inside a form. I don't want them to be seperate windows I want them to be same windows that are locked and are displayed in taskbar. So how would I go about splitting the windows?
