Simple Firewall?

I was wondering if someone could point me in the right direction here, because I don't know where to start. I want to create a firewall program that can detect when a program wants internet access, and on what port. Then depending on user input allows or denys the internet access. I realize this only covers the outgoing and not the incoming threats, but I'm going one step at a time.
