running ms development environment setup

i am in the process of learning visual basic .net and i am running visual basic .net standard 2003. today i opened the program and got the following messege box, "ms development environment has not been installed for the current user. Please run setup to install the application" i have tried using the installation discs to do a repair on the program as well as using the discs and add/remove to try uninstalling it and then reinstalling it; but neither method works. any help on how to run the setup again to reinstall it would be appreciated!
