I am new to VB. Will applications created in VB run under WINCE or XP Embedded. Are there limitations and if there are is there a list of limitations or what you can and cannot do.

Well, if you are talking about vbx (not vb.net) then you should know that applications created in VB won't run under WINCE or XP Embedded. You will need embeeded VB 3.0 for creating application for that and you will get exact facilty in emb VB also.
Otherwise, if you are talking about vb.NET then you can easily create app for pocket PC but you should select SmartDeviceApplication while you create new Project. Moreover if you are asking about standard Windows application to run on WinCe or Xp Emb you should note that WinCE is a separate platform and you and you can't even install it.
