LCD Display

I'd like to write an application that will control the visual output of a second monitor connected to the computer. I would need the monitor, to sleep when the vb program hasn't sent any output after a while, and I'd need the application to be completely full screen, it would be best if this didn't look like a windows form, just a solid background, maybe an image, with some text and a picture or two on it. Is this possible?
