Acronyms never take an apostrophe unless they are a name and possession is being assigned or "is" is being contracted. Suppose these forums were known as VBDNF, we could say:

VBDNF's forums are great (assignment of possession)
VBDNF's a great site (contraction of "is")

we cannot say:

our development server is up for testing so now there are two VBDNF's

basically, in the case of EULA's:

if you wouldnt write this as a plural:
End User License Agreement's

then dont write this as a plural:
EULA's

When talked about the "EULA's" forum it is probably not meant to be plural but assignment of possession. It is the forum of the EULA, the perfect EULA of EULAs. It's something of its own. :)

mmmhhhhh... nice try.. but normally assignment of possesion requires qualification of what is being possessed.. :) without it, it reads "EULA is"

Ultimately, the inference should be "forum for EULAs" rather than "forum of EULA" which gives rise to a succinct title of "EULAs Forum" :)
