In need of help.

First, I apologize, I am not a programmer. However, I am really in need of one & do not know where to begin. I have a partially built web-database. I have been advised that I need someone with knowledge in MicroSoft SQL, MicroSoft IIS, HTML & ASP. I understand that ASP is a little older language & am willing to update if feasible. I am in the Dallas, TX area. Can someone tell me where to start my search. I am also interested in know what pay scale is appropriate for these skills. Any assistance will be greatly appreciated.
