How to send data with mobile phone

I'm having sme doubts as I am planning to develop a mobile application that able to store mobile money inside the mobile phone. Once the user want to make payment he/she will need to send the ammount of mobile money to the merchant counter. Is this mobile aplication can be develop using VB.NET? What will be the suitable mobile wireless network to send the amount of money?

I'm seeking for advide and help. anyway thanks alot

p/s: what is the wireless connection is applicable to send the data from cellphone to client server??

you can do this using TCP/IP.
