Question How do they make a "Guard system" for anti-virus software?

How do they make such a "guard" system, for anti-virus software, which is active constantly, if you put it enabled/on, and wanrs you when some suspicious software was opened, or some suspicious connection has been made to your computer? How do they make such a system?
