Email stuck in queue folder

Can anyone help me to solve the problem where the emails that i sent out r stucked in the queue folder...
and, how can i send a html file using vb.net.. currently, it only accepts plain text. From what i've tested... yahoo can send html file and hotmail cannot<if i'm not mistaken>...
