Deployment Problem

I've written a programme in VB.net 2003 & now I want to make a setup file for it. But when I try to add a Setup Wizard project to my Solution & give the needed info to it, then I see that nothing has been added to the solution browser & the folder I've selected for deployment project files, is empty!!!! I've tried it several times but it doesn't work...Please help me.

Build menu, Configuration Manager, change to Release mode and checkbox to include the setup project when you rebuild. Rebuild.

Where is this checkbox?
See friend, there is no setup project...when I click the finish button in the Setup Project Wizard, I see that no projects have been added in the Solution Manager...& no files have been created in the directory of Setup Project...

There is no 'Setup Project Wizard' in VS2003, don't understand you.
Add new project to solution, project type 'Setup Project'
