Dedicated Game Server

Hi folks
I am a Newbie and i got Got a general question; I want to make a server for a game called "Age of empires" The game has a limit of 8 ppl on multilayer i want to extend the number of Players using a dedicated server. i want to make dedicated server outside the game. the server will have the Maps and all the options. Does any one tell me where i could get started about doing that? Any help would be greatly appreciated!

Isnt that a game code limitation, and NOT a server limitation?

No, i am sure it is the server feature of the game that is blooking it. i tried making a mod for it in C++ but that proved way too dificult (since my abilities in c++ are equal to none ) I thought VB would be easier to do it with
