Connection Checker - how?

HEllo,
I'm concerned about writing a program that will check all the connections on HTTP port and if there is connection to a page xxx.com/xxx.php then it should start sound signal - how can i do this check??? Starting sound signal is not a problem - i dont have any idea how to check connections etc. i googoled it few times and nothing :|

what do you mean when you say connection? would a simple ping be sufficient? or would you need to know if the website actually returns a page?
