BitMap - BMP vs JPG

Hi, if I save a BitMap in VB.Net as BMP it is lossless, however if I save the same BitMap as JPG it is a lossy format.
I am not worried about filesize though and professional drawing programs such as Gimp allow you to set the level of compression for JPGs and I think the best option is a large filesize but little or no compression.
In VB.Net when saving JPG (or JPEG for that matter) is there a way to set the level of compression to 0%? Is 0% truly lossless or just less lossy?
