What's the usage of .resx files

When you create a new form(Suppose we use VB.Net), there are two files will be generated. One is the .vb file, and the second one is .resx.

What's the usage of resx file? is it just for the visual editor?
 
A RESX file is an XML resource file, where resources are stored as text within XML tags. It is used to store resources, which include the type of data JB mentioned, as well as strings.
