Toggle full screen for a dos window

I'm trying to write an app that can be used to notify users on our computers of important information. The problem is we have a dos application that is usually run in full screen mode. I'm looking for a way to determine wether or not the application is in full screen, and if so, set it to windowed mode. We are using Windows XP and I'm writing in VB.Net.
