Snakes and Ladders

Hey guys, I was hoping of creating a 2D Snakes and Ladders game in VB.net 2005.

My first idea was to divide the form into pixels and depends on which pixels, it would register different actions.

However, I was told creating a "Control Array" and displaying the graphics on it would be the best idea.

I am not a very experienced programmer, would someone be able to give me some help with this.
