Sending email with Outlook

Hi I develop an application in Vb.net that email using Outlook 2003 (Primary Interop Assembly). But when I deploy to the client PC, it only WORK if that user has to be a member of Administrator group. If that user is NOT in that Administrator group then it doesn't work. I don't know the reason behind it? Please advice the reason. Thanks a lot
