Question Resource files

Hi all,
I am just migrating from VB6 to VB 2008 Express (OS Vista Professional.)
I want to re-write a program I have in VB6 that runs in 4 different languages.
I need to create a resource file to handle message boxes and other screen help text.
I have found an example of how to do this, it says I must go to the Project menu, click Add Item, in the templates box select Assembly Resource File template.
My problem is, I don't see that template.(Assembly Resource File template)
Can anybody tell me why that is and what I have to do to install the template?
I have searched everywhere and am unable to find any help on this subject.
I am not even able to find a site where I can download 'other' templates.

The free Express version doesn't have all the features of the full versions of Visual Studio. So the Standard version is better equipped and the Pro version has it all.

I thought there must be a catch with the free edition somewhere.

You can also use third-party tools to create resource files, for example .Net Resourcer.
