well i can program (write and run code) on my nokia e61i in python. only drawback is that if i wish to release the program as standalone i will need a pc to compile it into a distributable package.
when i had a psion organiser i used to write programs in opl. that was from 1994 -> 2001. opl was one of my favourite languages as i could always find a solution quickly for what i wanted.
windows mobile. ms seems to consider the mobile devices an extension of the desktop so i doubt they will ever bring about a system that would allow you to write code on the device. they want you to be running visual studio on a desktop. others will probably fill that gap if they already haven't. i have heard of people running python on wince devices way back but haven't seen much recently.
