How to use publish using option file association for protocol association?

I develop an dialer application. There is an option under publish that allow you to create a file association.

But instead of file extension, I would like to associate my app with URI TEL

My objective is when someone click on the link <a href="tel:+1555-111-2222">Call </a>
it will launch my application and pass the parameter 1-555-111-2222
I know how to pass the parameter but I don't knwo how to associate it with URI TEL

I know you can setup file and protocol association on windows but I would like to automate this process during install.
