How to skin

How you skin a vb.net app?
Other than using image property for controls and inheriting/making a control and drawing it my self im not sure of how it can be done.

Skinning an app means taking responsibility for drawing your controls away from the controls themselves. Either you write the code to draw the controls or you use a component that does it for you.
