how to import a web page design

I find the design tools in VS 2010 limiting and frustrating. I'd like to use a wysiwyg web design tool to create a page layout and then bring it into VS in a way the program can use. Can anyone offer a workflow to accomplish this? Will any design program capable of creating an HTML file work? EXACTLY how do I import the file into a VS project? Thank you.
