Currency is only half the truth, you also need to compare general wage/price levels.
In Norway programmers earns on "average" 460.000 kr (according to these stats), which is US $76.000 but here is quite different price levels.

I've got two programming jobs here in Lansing, MI USA and at one job (been there for more than 1.5 years) and I make $11 hour (I'm still a college student working for a bachelors degree) and my other job is also a student programming position @ $14.5 an hour and I've only been there for 6 months.

I couldn't tell ya about where you live

the money you earn is also based on whether or not you own a business, do contracting or have a permanent position in a company. Where I live in Ireland a beginner programmer can earn €24,000+ ($34,000+ @ $1.42 per €) in a permanent role. An experienced one in a given technology can earn €60,000+ ($85,000+ @ $1.42 per €), also in a permanent role.

If you're contracting, then a beginner might get €150 per day. An experienced person might get €250-300 a day. This works out at €36,000 approx per year ($51,000 @ $1.42 per €) and €60,000-72,000 ($85,000-102,000 @ $1.42 per €), assuming 20 working days per month and no holidays.

I'm from South Africa and programmers here earn... very little!! Our exchange rate is pretty horrible but entry level programmer positions earn roughly $800-$1000 a month, established programmers can earn anywhere from $1500-$3000 and specialised programmers can earn a LOT - these all apply to permanent positions within a company. Freelance programmers normally earn roughly 2x-10x as much. Bare in mind that here in SA anything over $1000 a month can give you a comfortable living with cash to spend... anything over $2000 and you're living pretty well!

And nope, there is no difference between computer engineering and computer programming... well technically there is a HUGE difference but nowadays they're used interchangeably since people don't know what they're talking about :D
