How do one receive reputation?

Hi,
I would like to know How one receive reputation? In my user control panel its showing latest reputation received.

Check the icons at top right of each message, the weight scale says "Add to ...'s Reputation". You can use this to credit posts you find useful and discredit posts you dislike. A dialog appears where you can click approve/disapprove and optionally write a comment.

I didn't noticed those icons when i searched for setting reputation because I was visiting the forum as a guest. Thanks for the reply.
