Question detect when a programme window in the taskbar is blinking

Hello
I'm using VB 2010 (VB.net)
Can someone help me detect when a programme window in the taskbar is blinking.
I'm writing a programme to pop up a message when Skype contact sends a message
which causes the taskbar window to become orange.
