only DOS installed computer is enough for my application.

Then the answer is a solid "no." Any .NET console app still needs the .NET framework.... which would require Windows to be installed.

If you want to do an app that will run in DOS, you'll need to probably use C, or an old version of Tubo Pascal, or something that is at least 15 years old.

qbasic is a great dos language, and is similiar to vb (actually vb is derived from qbasic/basic)
