vista issue connection localhost refused

hi all, Pls I need help, I couldnt run my web application on win Vista whereas the same application works on XP. It tells me "Internet explorer cannot display this web page", I tried running through firefox It tells me "The connection was refused when attempting to contact localhost:2080.", Can someone help pls
