VB.NET 2003 Standalone Application and Https Web Services

I have a Vb.net 2003 Standalone application that is logging into a Https Secure Web Service.

As the Web Service is secure, does this mean by default that traffic between my application and the Web Services are encrypted, or do I have to provide my own encryption.

No the transport between is standardly encrypted because you are using HTTPS. So no extra encryption is necessary. Please keep in mind that only using ssl doesn't make you application safe!!
