Use Active Directory or not?

I am making a System that will work on LAN. It has RIGHTS given to user w.r.t the domain in which he/she has logged in.

Can VB.net read the User Status from the Active Directory?

IF YES then whats more efficient
to make use of active Directory
or
to make a RIGHT table in Database of the System.

Pls ans ASAP.
