University Virtual Turntable Project (any advice?)

My aim is to develop a virtual turntable in VB.net having the same characteristics as a general DJ turntable such as pitch shift, rpm selection, realtime skipping/scratching etc. However I have no idea where to begin or how I should start putting this together. I am fairly new to VB.Net and any advice would be much appreciated.
