problem in loading crystal report

hi
I am trying to load crystal report in my web form.
when I included an external report, it is working.
but when I created a crystal report in vs.net environment, with XP, .net 2003, C#, sql server 2000 and having the privileges of administrator-----------------
I am unable to load it
I got error like "Load Report failed".

anybody pls help me.
