Placement of control on Web Form

Whenever I place a control on a Web Form, I can only place it onto an existing line. If I want to place a button at the bottom of the form, I have to hit the return button until the cursor gets there and then the spacebar to move the cursor away from the left margin. I am a VB 6 programmer making the change to Visual Studio. In the VB 6 IDE I can drop a control anywhere on a form. Is that ability lost in Visual Studio 2005 or is there a setting I need to change.
