.Net framework Installation using Bootstrapper Plugin

I am trying to install the .net framework version 1.1.4322 along with my application when the .net framework doesn't exist. I installed the Bootstrapper Plug-in and adjusted the properties for the setup project to use the Windows Installer Bootstrapper. I added the launch condition for the .net Framework eventhough it has a Red circle with a red exclamation mark. When I click the setup.exe it checks for the .net framework and doesn't find it on that machine so it asks to install the .net framework. When I click to install, it does nothing and then goes to install my application. Because the .net framework doesn't exist it errors out.

I was able to gets this working using the Boostrapper Sample.
