Question How to use/create graphics component

Hi all,
I'm learning visual basic from 3 months... now, I want to give a modern look to my applications, using some graphics component... for example, I found a lot of components in PSD (photoshop) format, and I want to use it.
So, my question, how I can use it?

An example is this: Seek Bar - 365psd
It's a beatiful progressbar...

What you do is up to you but I would suggest that, after just 3 months, there are far more important things to be working on than tarting up the UI.
