With only that much information to work with, I would suggest that you look into GDI+. You can use a Timer to determine when to update your drawing and a bit of maths to determine how to update it.

I haven't seen that since Win95, from what I remember there's a circle in the middle that it moves the "stars" outward from. With a little vector calculating and GDI+ I'm sure you can make something similar.
