Help with Service permissions

I'm really confused on the userid and password that I can set in the code of the service. I have entered a userid and password that has domain admin rights. I sign on to the computer as a normal user and still get the error:Error 5: Access denied.

I don't know how to set the userid and password so that a lowly user will be able to start this service when they need to.
