Enable / Desable device in Windows XP

Hi I'm new in this problem and in VB.net I have been using VB 6 for 4-5 yaers

My questin is:
Is there a way to disable / enable device in device manager without restarding the PC, can I do this from VB application
actually I wann disable SkyStar 2 device and enable ti from my app (SkyStar 2 is satelite reciver card and it is reported as Network device under XP)

anny ideas pleas help me
