Does Visual Basic .Net 2003 standard come with an msi installer?

Hello there,
Does Visual Basic.Net standard come with it's own installer, or do I need to get one?
 
Yes, it's called Setup Project, that you can add to the solution.

2003 really? It's 4 generations old now, unless you have strong reasons to keep that I recommend you step up to VB 2010 Express or better.

I believe I have to use 2003 or VB 6 because the original source code was built in or around VB 6. I am unable to get a direct answer from the author. Should I be able to use a later version?
 
Research tell me upgrade support for VB6 was ditched from VS 2010, so 2008 was the last to offer any automatic source code upgrade. That said, I think it would be better if you started a new VB.Net version than to convert VB6 code.
