Question Displaying a window before logon

This may not be the best forum for this question....

Is there any (preferably easy) way to write a VB program which will run when the PC is turned on (but before anyone is logged in) and display something in a window on the login screen? What is displayed may be required to change. Think, for example, of a window on the login screen showing something extracted from a dynamic webpage, and refreshed every few minutes.

No. You would be able to add your app to the startup directory, or add it to start up via the registry, but these 2 checks for apps are only initiated after logon. Or for example, a hacker could put a keylogger on every PC and find out everyone's passwords. A simple security flaw.
