Detecting a textbox scrollbar position

I'm really stuck with this one and was hoping for a simple solution.

I need to set a variable upon the user scrolling to the end of the text on the textbox ("Scroll to end to accept terms") type thing but I can't seem to find how to get the value.

Although I don't know exactly how to do this, may I suggest putting a button at the bottom of the text [not sure if putting a button in a textbox is possible though], or, make a button underneath the textbox with a 30 second countdown, to give them time to read it.
