my acad experience tells me that dxf is a proprietary format (i don't know about svg). Anyway, look in the Acad VBA Help for the code.
By the way, what version of acad are you using?
I'm using the AutoCAD 2000.
It seems hard/impossible to find good code for this problem. So I started writing my own code for it. It's a lot af trial and error, cause the documentation of AutoCAD is not really that good... The SVG-documentation is very easy to understand (knowing something about XML).
Modest plug here: try the commercial CadLib 2.0 dxf library (http://www.woutware.com/cadlib2.0.html) which can convert dxf to SVG (also pdf or PostScript). There's also a free viewer application which you can use to convert to SVG.

But if a commercial library is an option for you, then it could be helpful.
Writing the stuff yourself is ofcourse doable, but it's really a lot of effort.
