Change windows settings in VB.NET

Is it possible to change settings in Windows (XP)? For instance: backgroundimage, resolution, network, start menu?

The code works unmodified from that link, it is not very nicely formatted, but it works.

Edit: The code uses the specified imageLocation, it don't have be that path, it can be another path too.
