Does anyone knows how to find all the bluetooth devices and send them some kind of message?

I've never doen this before but maybe i can point to in the right direction. You will need to look into doing a device enquiry over SDP (Service Discovery Protocol). You will also need to know what type of bluetooth dongle you are using. There are two main types..

WIDCOMM
Microsoft.


Other than that you will need to look into the bluetooth API, the best place i can think to start is good old MSDN.
