Banner that stays on top of screen when apps are maximized

Hello everyone,

I am trying to make a banner that will always be visible at the top of the screen. So I am able to keep it on top of all other windows but I want application to maximize below it so it basically just takes up usable space on the monitor. Currently when it open and an app opens you can't see the top of the other window. Hope that makes sense.
