case solved! i found the solution hrere http://www.dotnet247.com/247reference/msgs/49/247789.aspx it seems the problem is cause by the default font (MS san serif) used by Visual Studio.net. After i changed the font to Arial, the problem was rectified, but i don't know the reason behind :)

I just have developed an application with VB.net with language localize function. i have perfect operation of my software on english window xp, but when i installed it on a chinese windows xp computer, i found that all my component size has been enlarge. do someone encounter this problem...
