update database when the website is not running on the browser

I want to update my database( using a file from my root folder )
every hour even when my web page /form is not opened
in the browser....

What do you mean you want to update your DB using a file in your root folder? As in you want to update your DB with the contents of a file in your root folder or the file is a script and you want to run that script?

What have you tried thus far?
