Tv Out and vb.net

I have a video playing in a picturebox using dx audiovideo playback. I want to display the video on a tv which is connected on the tv out port of my graphics card. I tried creating a direct3d device but it doesn't work.Is there any other way to do this or even any sample code to guide me how to do this??
